She was not asked to define the good news that the media fails to report.  She suggested that the media get behind the report so that it might work its magic and unite the country behind staying in Iraq until success is achieved.  buermann <a href=\"http:\/\/flagrancy.net\/?entry_id=1682\">defines that success<\/a>.<\/p>\n<p>The ISG report states there are 5,000 contractors in Iraq. (p. 7)  They&#8217;re also mentioned in Recommendation 62 that includes the only reference to &#8216;private security forces&#8217; in the report.<\/p>\n<blockquote><p>The U.S. military should work with the Iraqi military and with private security forces to protect oil infrastructure and contractors. Protective measures could include a program to improve pipeline security by paying local tribes solely on the basis of throughput (rather than fixed amounts).<\/p><\/blockquote>\n<p><strong>Census Counts 100,000 Contractors in Iraq<br \/>\nBy Renae Merle, <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2006\/12\/04\/AR2006120401311.html\">5 December 2006<\/a>, Washington Post Staff Writer<\/strong><\/p>\n<blockquote><p>Three years into the war, the headcount represents one of the Pentagon&#8217;s most concrete efforts so far toward addressing the complexities and questions raised by the large numbers of civilians who have flooded into Iraq to work. With few industry standards, the military and contractors have sometimes lacked coordination, resulting in friendly fire incidents, according to a Government Accountability Office report last year.<\/p>\n<p>&#8220;It takes a great deal of vigilance on the part of the military commander to ensure contractor compliance,&#8221; said William L. Nash, a retired Army general and a senior fellow at the Council on Foreign Relations. &#8220;If you&#8217;re trying to win hearts and minds and the contractor is driving 90 miles per hour through the streets and running over kids, that&#8217;s not helping the image of the American army. The Iraqis aren&#8217;t going to distinguish between a contractor and a soldier.&#8221;<\/p><\/blockquote>\n<p>The ISG recommends removing interagency barriers to any pro-western financier interested in securing a piece of Iraq.<\/p>\n<blockquote><p>RECOMMENDATION 70: A more flexible security assistance program for Iraq, breaking down the barriers to effective interagency cooperation, should be authorized and implemented.<\/p>\n<p>The United States also needs to break down barriers that discourage U.S. partnerships with international donors and Iraqi participants to promote reconstruction.
