I would argue that cancelling debt <a href=\"http:\/\/www.africaaction.org\/resources\/issues\/debt.php\"> is necessary<\/a> but <a href=\"http:\/\/www.africaaction.org\/newsroom\/release.php?op=read&#038;documentid=970&#038;type=2&#038;issues=2&#038;campaigns=2\">not<\/a> under the <a href=\"http:\/\/www.cadtm.org\/article.php3?id_article=1448\">terms<\/a> G8 leaders have proposed.  He references CAAT for UK&#8217;s arms trade stats, but an overall assessment of the G8 countries can be found there as well: <\/p>\n<p><a href=\"http:\/\/www.caat.org.uk\/campaigns\/g8\/\"><strong>The G8: Arms Dealers to the World<\/strong><\/a><\/p>\n<blockquote><p>Our new briefing explains how the G8 countries are responsible for most of the global arms trade, thus undermining any commitments they might make to tackling poverty.<\/p>\n<p><a href=\"http:\/\/www.caat.org.uk\/campaigns\/g8\/CAAT-G8-briefing.pdf\">PDF 0.3mb<\/a> or <a href=\"http:\/\/www.caat.org.uk\/information\/issues\/g8armsdealers.php\">html version<\/a> (with references)<\/p><\/blockquote>\n<p><a href=\"http:\/\/www.caat.org.uk\/information\/issues\/g8armsdealers.php\"><strong>State sponsored marketing<\/strong><\/a><\/p>\n<blockquote><p>CAAT has long highlighted the existence of the UK government&#8217;s Defence Export Services Organisation, which uses its 600 staff and an annual net cost of up to ?16 million exclusively to market British arms exports[<a href=\"http:\/\/www.caat.org.uk\/information\/issues\/g8armsdealers.php#refer\">11<\/a>]. This is effectively a subsidy to the arms trade, which is replicated in slightly different ways across the G8 countries. In the US, the Pentagon negotiates many deals on behalf of US companies. In 2003 it was responsible for $40 million worth of sales to African countries alone[<a href=\"http:\/\/www.caat.org.uk\/information\/issues\/g8armsdealers.php#refer\">12<\/a>]. Meanwhile in Russia, the state export company Rosoboronexport, which is run by the Defence Ministry, has the conflicting dual role of both licensing arms exports and promoting them[<a href=\"http:\/\/www.caat.org.uk\/information\/issues\/g8armsdealers.php#refer\">13<\/a>]. Nor is it unusual to see senior ministers, or royalty in the UK case, promoting sales. In February 2005, Chancellor Schr?der of Germany took a six-day trip to the Middle East with arms company executives, specifically to sell German military goods.<\/p><\/blockquote>\n<p><a href=\"http:\/\/www.worldpolicy.org\/projects\/arms\/reports\/AfricaMarch2005.html\"><em>Militarization of U.S. Africa Policy, 2000 to 2005<\/em><\/a> &#8211; A Fact Sheet Prepared by William D.
