According to the Court of Cassation [<a href=\"http:\/\/www.kinghussein.gov.jo\/government4.html\">Jordian Judicial Branch backgrounder<\/a>], the original decision of the military State Security Court convicting Bilal Mansur al-Hiyari &#8220;fell short of adequate justifications and causes.&#8221; A US Treasury Department report [<a href=\"http:\/\/usinfo.state.gov\/ei\/Archive\/2005\/Apr\/13-443488.html\">press release<\/a>] earlier this year said al-Hiyari became acquainted with al-Zarqawi in Afghanistan in 1989, then traveled to Iraq in 2003 to deliver funds to al-Zarqawi&#8217;s insurgent network. Al-Hiyari is still designated by the US as a terror financier.
