The Senate has decided that giving Bush free-reign over $2.5 billion is equivalent to “clamping down<\/a>” on his spending. Don’t spend it all in one place! Where is the evidence even remotely suggesting that, left to his own devices, George chooses<\/a> his causes well? Were they worried if he wasn’t given an allowance<\/a> the cowboy would “borrow<\/a>” his way into impeachment<\/a>?<\/p>\n

Or is the Senate simply not as serious about retaining oversight as they claim to be?<\/p>\n

The House bill assigned much of the money to detailed accounts, like $320 million for small arms and other combat equipment, making the money difficult to shift.
