{"id":202,"date":"2003-10-24T21:58:39","date_gmt":"2003-10-25T01:58:39","guid":{"rendered":"http:\/\/karmalised.com\/wordpress\/?p=202"},"modified":"2003-10-24T21:58:39","modified_gmt":"2003-10-25T01:58:39","slug":"beyond-arrogant","status":"publish","type":"post","link":"http:\/\/karmalised.com\/?p=202","title":{"rendered":"Beyond Arrogant"},"content":{"rendered":"<p>Two things stick out in the <a href=\"http:\/\/www.nytimes.com\/2003\/10\/24\/international\/middleeast\/24CND-DONO.html?pagewanted=print&#038;position=\">NYT&#8217;s report <\/a>on the donor conference.<\/p>\n<p>1) <i>Moreover, most of the loans are not to come from countries but from the World Bank and the International Monetary Fund, which will probably have to negotiate the terms of their aid along with a plan to reschedule and perhaps forgive at least some of Iraq&#8217;s existing $120 billion in debts.<\/i><\/p>\n<p>And you think they hate us now?  Doesn&#8217;t this basically mean the United States intends to &#8216;loan&#8217; itself money under the auspices of the WTO &#038; IMF claiming it&#8217;s doable only if creditors eat dirt?<\/p>\n<p>Beyond the contemptible nature of this demand considering the United States&#8217; unwillingness to endorse forgiveness of the interest on loans to Africa, for instance.<\/p>\n<p>If the Bush administration goes forward with this, it&#8217;s beyond arrogant.  It will enrage not only those who are owed, but those who will never be free from the death grips of WTO\/IMF imposed debt.<\/p>\n<p>2)  <i>As delegates left Madrid this evening, many questions remained about the sums that were pledged here. Many development officials cautioned, for example, that the nations pledging them might not live up to their promises. That happened, at least in part, with $5 billion raised for Afghanistan early last year. <\/p>\n<p>Some donors apparently announced sums that they had already announced and transmitted earlier. Others included import credits, humanitarian relief, including $500,000 in rice from Vietnam, or other items not on the list of reconstruction and security needs for which the Madrid conference was called. Nor was it clear how much money would be available now or years from now.<\/i><\/p>\n<p>I don&#8217;t see that anything was &#8216;won&#8217; as the NYT&#8217;s headlined it.
