The teams have been formed by giant global engineering firms including Bechtel National Inc. of San Francisco and Fluor Corporation, of Aliso Viejo, Calif., which last week won no-bid contracts worth $100 million each.<\/p>\n<p>The men and women in charge are used to building things like trash incinerators, coal-fired electricity plants and oil fields in Saudi Arabia.
